Here’s the proper response:
Minors cannot consent to permanent bodily-altering treatments. Do not lie and say that “puberty-blockers” do no permanent harm or alterations to the body of someone who changes their mind - your bones will fuse at a particular time and you reintroducing the proper hormones at a late time will be too late, and depending on how long you do this, your fertility will be altered. And chopping off a teen girl’s boobs is permanent, sorry. They can get breast implants which are cosmetic and incredibly expensive, but they will never lactate. That is permanent damage.
Adults can choose to have elective cosmetic surgery. Adults can choose to legally change their name.
Minors cannot give informed consent and anyone trying to push this on them is abusing children and should be at minimum condemned in as harsh verbal terms as possible, but if this is insufficient to stop the behavior then criminal codes can be adjusted to dissuade them further.
