1. I'm not aware of anything in the neocon ideology that would be particular hostile to the idea of a foreigner being on the site, being part of the conversation.

2. And in the context of the Cold War, respect for the national sovereignty of other nations, was to be ignored. By both sides. The Sandinistas were communists and allies of the Soviet Union, who were happy to support them, in their struggle, to take over, while Carter was President, doing nothing.
