It is the amount of people coming into the nation. Upwards of 25 million illegals is estimated along with the legitimate. People need to assimilate into the American culture and are not at the speed needed. First generation may take a couple of decades. The social welfare system is massively abused and the taxpayer picks up the tab. The men and women who came here before the immigration act were not afforded the same. They had to forge a life without social programs and free medical. To make it worse we have a massive amount of citizens in dire straights and many living in the streets.
