If someone stole your home in any civilized place on earth, they go to jail. Israel actually funds this behavior. They move in behind an army. How are these theives and murderers "civilians?"

No Jews are settling on land which is under Palestinian authority and control (Areas A and B and Gaza). No one is stealing their homes.
Area C is under Israeli control, by treaty (which means by law). There are about 50,000 Arab citizens under Palestinian authority who live in Area C. Some of them are landowners. Their private land is protected by Israeli and international law (though the land laws are complicated). So no one is stealing their homes. (Though they do have difficulty obtaining building permits to expand their villages, and often lack proper infrastructure such as roads, sanitation and water facilities. I think people can properly be critical of Israel for these things.)
The remaining land in Area C is not privately owned and is unoccupied. These are the areas where Jewish people settle. It is not land owned by Palestinian Arabs and it is not land under the sovereignty of Palestine. Area C is disputed land. Its disputed because both "Palestine" and Israel claim it (or parts of it). By international treaty, the only way to determine the final status of any of this territory is by negotiation and treaty between the parties to the dispute. When a final treaty is negotiated, sovereignty will be finalized and, if past practices are maintained, all residents of each territory will gain citizenship of the sovereign in whose territory they reside. So again, no one is stealing anyone's homes.
