He tried to use his position to change the law so that he couldn't be prosecuted but failed at that.

If they could manage to keep from attacking their neighbors to provoke blowback constantly, thus ensuring endless war and conflict over there, then focus would shift toward the pending corruption and bribery cases. And that's what he doesnlt want to happen.
