I can think of a lot of things that could happen as a result if he did that, but Russia has enough conventional power to do the job without nukes. Nuking two countries that close to Israel could have some serious consequences.

I doubt Putin will play that card. It would likely have repercussions on climate and russian ability to feed its own people. It's not like Russia has a tiny atom bomb laying around.
