First of all, let's start that it were Russians who helped Outer Mongolia earn independence in 1911 (at time of Russian Empire) and it have been unrecognised protectorate of Russian Empire, as well as modern Taiwan is unrecognised protectorate of the USA.
Of course, after not very successful Russian-Japanese war, and being in pre-Revolutionary Crisis, Russian Empire wasn't in shape to make anything like this by brute force. It was made mostly by local Mongols with very limited support of Russian paramilitary Cossacks.

In 1934 Mongolian government invited Soviet Forces for mutual defence from Japanese. In 1939 joint Soviet -Mongolian forces defeated Japan. In 1941-1945 Mongolia helped Russia to fight Germans. In 1945, with Russian help, China recognised independence of Mongolia.

So, talking about Russian invasion in Mongolia is even more stupid than to talk about American invasion in Taiwan.
