It doesn't work like that. The Constitution spells out clearly the duties and roles of each branch of government. The Legislative can't vote to give itself power over the Executive.

Telling states to replace the electors is challenging the election. A law saying you can forgive student debt doesn’t actually mean you can forgive student debt. Nowhere in the constitution does it say the president has immunity but obviously it’s critical to the functioning of the nation.
