I'm not sure if the UNSC has the power to give away land either. Once the Brits quit their mandate, Israel declared it's independence. However, the fighting for the land had already begun. It began soon after the UNGA vote in 1947. They're still taking land by force. I imagine they will hold the land they've taken until someone else takes it from them, by force.
