Blacks are behind because academic achievement is just too much work. They have proven to have the ability, but sadly not the desire. They lack the 'rigor' for academics that whites have embraced for centuries.
The Equal Rights laws of the 1960's gave blacks the opportunity to build a solid economic base that would improve every aspect of their lives. They chose not to use it.

Math education is needed so people know what does and doesn't 'add up'.
With one exception I have found math and science teachers more interesting and informative when discussing something outside their subject area.
