Trump tried to do exactly that. But since the D's were convinced that their goose would be cooked if they allowed President Trump to institute his idea of tremendous health care at a fantastic savings, they obstructed it. So now its really up to the D's to come up with a plan for Trump to sign.

Unless you are talking about the GOP health plan that that they wrote without a woman or a democrat in the room, which they tried to force upon the democrats in 3 days,and failed, I am unaware of any health plan the GOP has devised, other than. "Die. You are too sick for us to pay for".
