I was so happy when I heard this news about the donation, until I was informed that this violates the anti deficiency law. Nothing to do with Democrats. This donation is not something that has to be approved by, or voted on by members of Congress.

Democrats can approve, disapprove or do nothing about this, and the money will still not be used for paychecks for military members. It’s just the law.

It is congress (the people who collect and allocate money) decide what money should be spent on... Without this US could become the plaything of Wealthy Billionaires who could allocate money to their issues ad not others...

To get the money out, just sue the Government... Sue them for $10bn. The President signs off on it (settles the case) and then turn around and spend $9 billion of what the President wants to spend money and pocket the rest as a handling fee...
