His conclusion is stupid for a different reason, of course, in that it assumes CO2 is the only thing affecting climate. Needless to say, none of the normal people think CO2 is the only thing affecting climate, so we have no problem with the seemingly unsolvable conundrum he thinks he presented.
This is not new....the heat sink effect of heavily paved urban areas has been a problem right along. Not only is it black it also has a very high heat storage capacity.

Solar farm impacts

Seeing a factory smokestack is a necessary evil. While it's an eyesore that represents going backwards economically a few may be necessary.
