Sorry, I should have elaborated a little bit...the imprisonment side is where Mexico plays a roll. To continue receiving their free billions from American taxpayers they will be required to imprison said prisoners as part of the foreign aid / funding agreement. Such a policy should light a fire under their ass to stop their people from trying to migrate to the U.S.
