While I don't think this will have what I assume is the desired affect, isn't this just raising the age limit for certain firearms? Age-restricted items do have the age limit changed from time to time.

I have no idea how the SCOTUS would rule on this. I don't know if age requirements for gun rights have ever been discussed, really. There are certainly some valid arguments against a 21 year old age requirement as opposed to an 18 year old requirement.
However, I believe there are already some 21 year old requirements for gun purchases, which muddies the water a bit. For example, the Gun Control Act of 1968 requires someone to be 21 to buy a pistol.
I'm not in favor of raising the age requirements, my point was that it isn't an unprecedented change.

there would be two questions
is it legal to restrict a class of citizens from enjoying a right
and
two Is the 2nd Amendment incorporated across the nation
unconstitutional laws may be around a long time before they get challenged
