Laws the Democrats pass with paper thin majorities need to improve the lives of most Republicans in tangible, obvious ways, or they will not be sustainable. The New Deal was sustainable because it transformed unemployed whites into a stable working class of law abiding tax payers. The Great Society was not sustainable because it transformed low wage blacks into an unemployable underclass that supplements its welfare checks with the gains from criminal activities.

During the early 1960's white racial moderates had the right to expect that by supporting the civil rights legislation and the War on Poverty they were buying racial peace. What they got instead were five years of black ghetto riots and more enduring increases in black social pathology.

As an added insult, the Kerner Commission of 1968 blamed the black ghetto riots on white racism. In other words, the riots were not the fault of the blacks who were looting and burning stores. They were the fault of whites who obeyed the law and paid their taxes.

The failure of the civil rights legislation and the War on Poverty to improve average black behavior destroyed the New Deal coalition, and led to the polarization that makes it difficult for the U.S. government to solve problems that would have been manageable before 1964.
