In Minnesota, you generally cannot use the shoulder to pass other vehicles. The shoulder is intended for emergencies, like a disabled vehicle or for emergency vehicles. Driving on the shoulder to bypass traffic is considered illegal and can result in a fine or other penalties.
The Minnesota Department of Transportation and state traffic laws specify that the shoulder is not a travel lane, except where specifically designated (like in some reversible or managed lanes during rush hours).
Nice try WingerStain. Its all been posted what "official" vehicles can and cant do. Shove your feeble attempt to cherry pick.
