First he cant obstruct a "fight". Fights are not a legal action for an ICE Agent. The agent tracked her down, was mad, pushed her to the ground out of anger, there was no activity that she was impeding. He stepped in between this semi-male ICE agent pushing a woman to the ground to help her up. That is not obstruction. There was no ICE activity going on there and there was no legal reason for him to put his hands on that woman. She already was back. He pushed her while she was 8 inches from the sidewalk across the street from where he was.

The agent was out of control and acted criminally. He pushed a woman down, and then the same agent shot the guy who helped her up. He was out of control.
