They could have run him off the road forcing him on the shoulder creating an imminent threat to serious bodily injury or death which justifies use of force. We dont know all the facts yet but I believe this is what happened. Political vigilantes are organized and will follow ICE and obstruct them.

They didn't. ICE was already driving along the shoulder to bypass traffic because they were impatient and don't believe the laws apply to them.

That's what I was explaining in my last post. Just because some a-hole is driving down the shoulder by law you can't enter the shoulder to block them. Why? Because you are now illegally on the shoulder. By law the driver who blocked the lane in this ICE incident could be charged with a traffic violation. But that's incredibly minor compared to the charges the ICE agent could face.
