FEMA can't do jack as an immediate response without brining in something like the Army or Navy for boots on the ground.

States rely on guard units.

Evacuation crews kind of look at weather forecasts to see where you take people from and where to put them..

The plan would still call for weather forecasting and hurricane measuring which you would know had you actually looked at what they have called for.

the existence of the agency provides early warning of disaster, day to day guidance for farmers and construction industry etc. they collect data and develop models for forecasting. i mentioned defense above. someone has to manage the networks of satellites and buoys and collection stations as well as coordinate global data exchange, but sure.

i suppose i could use the farmers almanac and plant by the moon ........

You can plant however you want, but their proposal, which would never pass Congress, simply would have them selling their data instead of giving it away for free.
