According to the info that leaked, Yes - TACO will promise them anything to get out of that mess he created all by himself.
And as you know, he won't keep any of them.

He simply bought another 60 days of "ceasefire", with a treaty that leaves all options to continue a US attack. Maybe he simply believes that Congress will then back his war. If however Iran should have already or by then a nuclear capability - he will just revert to causing a global economic setback, via ordering some "self-defense" bombing strikes.
