How can GOP start winning back lost voters?

The GOP needs to keep up with the changing electorate in the US. There are very sound ideas and some very competent people in the GOP, but, they seem only to address those they already have as supporters.

You are misinformed. The Lifeline program (Obama free phone) was created by Republicans during the Reagan administration in 1985.

Far from a government cheese handout, Lifeline was funded through a "universal service charge" on phone bills, and then administered by a private non-profit. While the distinction between a surcharge and a tax may seem technical, it was specifically selected to over a proposed welfare program — a straight-up handout referred to as "phone stamps." The Universal Service Fund was created to be a lean, nimble private sector beast.

The guys who came up with the idea for Lifeline were Republican Sen. Bob Packwood and Democratic Rep. John Dingell. The Reagan administration soon got on board, as The New York Times reported on December 27, 1983, in part because of "a growing recognition that the price of telephone service could become a 1984 campaign issue." Then other Republicans got on board -- Sens. John Heinz and John Chafee urged the Federal Communications Commission to "take concrete steps to ensure that local telephone companies offer lifeline programs designed to preserve affordable phone service," according to The Washington Post on September 15, 1985"

The Republicans are just two years removed from a record 800+ seat electoral shellacking.

Harry Reid has already announced he plans to fail on cutting debt and wants to kick it down the road.

Minority unemployment is thru the roof, and will only continue to rise as the Leftards continue to fail their constituencies.

The GOP's extreme right wing rants over the last 4 years, combined with nominating a doofus, has alienated a lot of people, including a LOT of people who used to support them, but were turned away in recent years. I'll list a few, and a brief explanation:

Cops and Firemen: Mostly at the state and local level, GOP'ers have been on an all out attack. Slashing pay, benefits. Showing outright disdain for many. This is blamed on mayors and governors, but, people vote straight ticket.

Teachers: Much the same as above, but the GOP efforts focused more on the unions than the actual pay and benefits on this one.

Blacks/Hispanics/Women: The GOP basically ignored them. They acted like, and nominated a mascot for, the rich guys who most people work for who would cut the Christmas bonuses just so he could take a marvelous vacation. Add in the rape issue, abortion issue, and there you have it.

Many more to list......but how can the GOP, from the local city, state and federal level, begin to regain the support of the above groups?
 
The nation is going to end up like California with permanent democrat supermajorities in the house and senate and a democrat executive.

However, America is still a very rich country. The coal is still in the ground, the natural gas still achievable and fracking works. We will be just too weak to protect our resources.

Every now and then the RWNJs self-reflect and truth pours out of some of them when they do. This is one of those examples.
