Probably freudian slip, but it is difficult for them to keep up with their own policies and practices. When you consistently use the name of a law instead of the actual effect of it, sometimes the speaker slips. The inflation reductions act increases inflation, the build back better spends more money on pork than infrastructure, etc. it is easy to forget and state a fact instead of carrying on the pretense of the laws title.
