On a national scale it will take decades of moderation to even get to the concept of conservative legislating. A reason why some Republicans argue with each other in D.C. as those who want conservatism or libertarianism cannot see that with the way things are today. Would you accept a 1% increase each year in the federal budget for several years to reduce the deficit? In that scenario money will be reduced to most programs. And there would be a huge percentage of politicians who will not do that. And that is an easy answer.
