IMHO, even though the FBI presented enough evidence to justify filing charges against Hillary, because of her political connections, he was told in no uncertain terms that no charges would ever be filed. He simply chose not to piss up a rope. Still, his testimony was enough to add another layer of distrust against Hillary Rodham Clinton. Just another reason not to vote for her last November.
