That is not what was said. If there isn't a header but a "(C)", that information IS Secret. But it pertains only to that portion of the email. just a paragraph.I guess you aren't watching the Comey interview on CSpan. According to the manual, there must be a header and each paragraph must be marked with (c). Communications with only partial marking (no header) is by definition not considered Secret information.
