They did pay part of the salaries of Hillary's election campaign staff through the Foundation however...a rather cute way to get around the regulations on campaign finance. You do pay for play at the State Department...have the entities trying to curry favor make huge donations to the Clinton Foundation...then turn around and keep a huge political machine humming along with money FROM the non profit!

Some of what's exported is "dirty" crude that has to be exported because our refineries aren't set up to handle that type of oil and others overseas are. If you can't refine it...you can't use it. By selling it overseas however you are lowering the overall cost of oil worldwide.
 
Our refineries are being expanded to handle the shale oil which will then make that no longer an issue. What will always be an issue however is California's higher standards for gasoline which makes it illegal to use gasoline that would be acceptable in other parts of the country. If one of the California refineries has an issue and loses productivity the only recourse they have is to import gas from outside the country...something that is wildly expensive.

Light crude is the easiest to refine for gasoline and that is what is extracted from most Middle Eastern oil fields and our own Texas oil fields. Heavy Crude is higher in sulfur content and not as easy to refine...than is oil that is typically found in Canada and Venezuela.
