There is not government capable or taking control. PA gave up on gaza. How can they represent the palestinians let alone for a new government?
Hamas is even making it's own truce with Israel.
Who is going to pay wages, supply services, arrange trade deals, seek investments police the people, speak for the state, negotiate.......
They certainly can't arrange election. They can't protect their people in refugee camps or save those trapped and dying in Syria. They would not even let Israel arrange safe passage to the WB.

The Ottoman collapsed. The land became a mandate. It was to be divided into states.
The Ottoman had already encouraged Jews to return to their historic homeland in the 19th C.
It was the responsibility of the mandate to divide the land. With the exception of Lebanon, which was autonomous under the Ottoman, there was no sense of unity or identity as a people.
It was not so much giving land away as building states.
There were Jews that had their own identity. Jews from other parts of the Ottoman had already settled in land that was under populated and unable to create enough income to even pay taxes.
There had already been migration out of the Ottoman due to hardships and crop failure. Many tried to make it to the US.
There were a 500,000 on an land that was capable in the time of the Romans of supporting several million. Most were tenants, share croppers and migrants farmers. Most did not own the land. There was a lack of land registration because people did not want to pay taxes or do military service. Even during the mandate when give the chance they did not register land. For economic and tax purposes it was a land without a people. The arabs that did live there did not own the land they worked and most were tribal. The land was run as a feudal system. When land was sold the workers had no right to stay. When a building is sold for development, the tenants have to move out, they do not own their apartments. When buildings go condo, not everyone can afford to buy their apartments. Many building have association and new buyers have to be voted in before they can buy. It was much the same in the mandate.
Jews built communities and started business creating jobs for the arabs. Many of those that had land would rather sell the land. Even the churches were selling land. It was not arabs but jews that were willing to buy.
The mandate did not 'give' land away, they divided the land the land in a way to create states. Jordan, Iraq and Syria came to be rules by arabs from Mecca. They had been forced out by another tribe. Syria was originally divided into five state. King in Iraq and syria. There were internal fighting and massacres. The people were not a unite group of state. After the Ottoman there was no identity or cohesion among the people. Every state had it's division and problems creating a national identity, they still are.
When the time came, arabs and jews were offered statehood. Arabs rejected the idea, the jews accepted.
The palestinians couldn't form a united government. They just resigned. The palestinians are too divided to become a state. The problem is not Israel, it is the palestinians themselves. They are not ready.
