But when the economy recovers, the government should pay down a large portion of the debt first, and only then reduce taxes.

The cycle were in seems to be:

1. The Republicans screw up the economy by reducing taxes without paying down the debt or reducing spending.

2. The Democrats increase spending to jump start the economy - and increase taxes.

3. The economy begins to pickup.

4. Restart from step 1.
