Federal funds are dispensed on the basis of the number of free and reduced lunches served (title 1) and the number of special education students. That has nothing to do with unions.

And since illegals are generally considered from low income families they get disproportionately more than middle income Americans under title 1.

Schools don't get federal funds. States get a very small percentage of federal funds. The states then send some percentage of that to local districts, who then decide where some percentage of it goes next.

Schools get federal laws and regulations.

Some States get almost 20% of their funding from the feds, I wouldn't consider that a "small percentage".
