Maybe you don't understand what "learned English" fully entails, or the environment within which many of these kids live.
 
They could have 13 yrs of Leave it to Beaver or Green Acres like American kids learned.
If they grew up watching the first run of those shows, they'd be retired by now.

What about Black single mothers kids in BALT? No special costly programs for them to learn EH?

There are many programs and supports for kids from inner city settings. There are many programs and supports for kids with physical and/or developmental needs. Many, many times the groups of people you think you are talking about overlap. Maybe not in your gated community, but out there in the real world.

If you are born here (your claim), you should certainly speak English by HS. TV or radio alone? Rap music even? Playground kids?

If not born here how did you get here? Why should we fund special projects while the country deteriorates all around. Illegals can go home, learn ENGLISH. re-apply legally

Those are American kids. They should get funding first if available. Not special HS age or working age adults?

When students are ready for it, knowledge of pertinent meta-linguistic terminology has been shown to support second language acquisition. No ESL student doesn't know what ESL stands for, of course.

SEI = sheltered English Immersion.
ESL = English as a second language.
Bilingual = teaching in first language.
I thought those were abbreviations for the ultimate collapse of the education system in America.

People are so quick to assume everyone grew up exactly the same way they did. I once overheard another teacher tell a class full of students that "all American kids are given a new car by their parents on their 16th birthday." It was all I could do to not beat the hell out of him.
