The "plan" was to delay the withdraw until negotiations with the Taliban could avoid a vacuum. But Biden failed to negotiate with the Taliban, thus creating the vacuum that should not have happened.

What people forget is that the original plan was for a slow integration of mixed Taliban and US Afghan forces.
But it turned out there were almost no US Afghan forces, and our dictators had been pocketing the pay of fictitious Afghan troops.
So instead of integrating, the US Afghan forces fled the country.
