Here it was dismissed because of the fact that they filed so late the courts couldn't grant anything that would remedy the situation even if the complaint was valid.

Most of the lawsuits didn't assert any fraud. Those that did were dismissed for a variety of reasons, including looking at the available evidence and that evidence being found insufficient.

Granting a motion to dismiss is a statement by the judge that the lawsuit being presented is simply not valid. It in itself is a ruling and that ruling being made does not all of a sudden makes the complaint valid simply because a judge felt it didn't deserve the court's time.
