I put Washington lower because he didn’t actually accomplish much while President. He was instrumental in the founding of our country, but as President, not as much

Once you establish the government, it makes "accomplishing" things a tad bit easier...right?

You can only evaluate a President for what he does while President.
So you can’t credit Washington for leading the Continental Army
Cant credit Jefferson or Madison for writing the Declaration of Independence and Constitution
Cant credit Grant for defeating Lee
