Nor does a foreigner have to break the law to lose their visa.

If the state department determines that they should not have a visa, it can be revoked. A U.S. visa is a privilege, not a right.

They're 19 and 20. What hotel will let them book a room? None, probably and that's why they didn't already have reservations.

Since Hawaii prohibits United States citizens from owning a firearm if they're under the age of 21, then foreign nationals probably have to be 21+ years old to do anything.
