My God, your reading compensation is terrible. The taxes on my salary come out of my salary, not out of my employer's coffers. That's not saying employers don't pay taxes on their employees (like unemployment taxes and employer share of FICA).

I can see it's really difficult to give up your class warfare battle against the poor. But if you really want to engage in a conversation you really shouldn't cherry pick one tiny bit out of a whole paper. That sentence was between two other sentences.

1) Students, including high school students IF they have a college savings plan.
2) Active military.

That's it.

So if you're income is below the poverty line or you have no income and you can't feed your kids..you should be liable to taxes?

If a spending bill needs to be proposed to help folks who're down on their luck to feed themselves and their families, draft a spending bill to help folks.

Taxes should be for collecting revenue and spending should be for spending.

That being said, in the humble opinion of this average Joe, a tax code where EVERYONE, no matter their income bracket, earns their first $20,000 free of any income tax obligation would also be 'fair'.

As long as the rules for taxing are ALWAYS applied the same to EVERYONE, the code is fair,

Your so wrapped in your socialist dogma, that phrases like income distribution means you have a say in how someone chooses to use their own money. The rich have not been taking money from the poor. Your chart does not show that conclusion. How much poorer are the poor than 10 years ago? Your chart says nothing about that. It shows more individually poor people period. Your poor when you have little money. The housing bubble took money from people, not the rich. Credit card companies sucked people dry, not the rich. If you earn income in the United States yes, you should pay Federal Income Taxes. If you have no income then NO you would be NOT liable to pay INCOME tax,, but neither should you receive a rebate on the ZERO you pay.

Continued tweaking of the current code is NOT the answer.

The time is now for ground-up reformation of the tax code with an emphasis on simplicity.

I wouldn't call the CBO any more biased tan any other government institution. In fact they're usually one of the better ones because they get looked at so hard.

That said, the income inequality argument is a red herring. Everyone who earns should pay their fair share. The problem is, you don't want fair shares. You want PUNITIVE shares on those who do achieve. But the wealthy you target are the wealthy that employ you most of the time. Small businesses and independent contractors, family farms and 'unsavory industries'. You allow the market to be flooded with near slave labor in the forms of illegal immigrants that get paid cheaper than the market would if they were legal. Very useful idiots you are, for then you go out and complain that the wages of the poor are being suppressed, but you never consider for one second you are actually promulgating causes to make sure that's the case? Noooooo...You're too busy chanting 'Death to the Plutocrats" to notice you're the one's slitting the poor's throat.

That's a noble statement and the concept is true enough. Reality however, dictates that a human resource with skills is worth more than one without. There is also the fact that entry level work needs to be available.

That being said, the obligation We, The People have to our fellow citizens is the offer to educate and teach marketable skills.

That being said, the stupid and the broken need a safety net.

That being said, laziness is NOT a disability, and therefore, at least statistically, we SHOULD have a small homeless population.
