Exactly! And it’s not even a minority these days. Right now we have a divided Senate, just as we have a divided America. The split is exactly 50-50, with a tie being broken by the single vote of the VP.It was used then just as it's used now, to keep a majority with no mandate from lording it over a bare minority.
