Exactly, I seen a lady in West Virginia the other day at a gas station buy pepperoni rolls and chips and soda with her welfare card and then hand the guy a $50 bill for gas. Most of them dont care, when everything to them is free, they just dont care.
Also, many years ago my dad was layed off from the coal mines, he had no choice but to get food stamps, he never bought unhealthy food with them and only utilized them until he got back on his feet. He was on them for about 7 months and went back to work. He did not abuse the system and used it how it should be used, as a "Safety net" not a career.

2) Fostering an environment that keeps the poor at the bottom way below everyone else?

Also, was it not the president who said "No" to the keystone pipeline? A shovel ready job that would have helped boost the economy?
