Well, yes, technically the Post Office is a independent agency of the executive branch. Key word there. Because, as I recall, being an independent agency, the WH can't do any hiring for them, build more distribution centers for them, train workers to operate cranes and machinery to get the goods unloaded, or scrounge up enough truck drivers to get the goods to market.

And remember, you still have the orange roughy's holdover as head of the Postal Service in there. So now, all the BS that DeJoy was rigging for Trump in an attempt to help hand him the election last year...will now help work against getting packages delivered. Just one small part of the problem...but it was an unforced error.
