Incitement to enter restricted building is the lesser charge of inducement to commit a crime. If the crime were a felony, inducement would be a misdemeanor.

And conspiracy isn't a crime of itself. There are millions of cases of people conspiring together to buy a home, start a business, or even carpool to work.

The video you're talking about, you have no idea what he said to that person, and when that person charged the police barricade, there were about 2 dozen other who were also charging it and there's no evidence Epps told all of them to do that.
