1. we need to stop the subsidies from being used for unintended purposes.

2. we will probably get most of the DOGE cuts anyway so there is nothing there to actually bargain with.

3. I do like the idea of we pass all appropriation bills and maybe some other stuff too in exchange for keeping most of the subsidies that are truly needed
