What if I told you that after all the furloughs and closing of parks etc, and the monies saved by doing so, were never returned to Washington? In other words, the impacted organizations kept the proposed 'savings' in their budgets? Then did what the government does- spend, spend spend so there is nothing left of your budget. Why? This keeps them from having their budgets reduced in the future because they failed to spend their allocations. Oh, and now they have 2 less weeks in the year to get it done
