Read the launch profile. This was the 2nd flight for the booster and they intentionally did things like simulate rocket nozzle failure and put it under non optimal maneuvers. They weren't intending on catching this one.

The booster also failed AFTER starship separated from it and went on its way.

They aren't planning for it, but they aren't surprised when it happens. This isn't the NASA way of developing rockets.

Who writes the spending bills?

A lot of them write the bills and the amendments. But from what I've been hearing, Trump and his staff have been knee deep in the negotiations and the committee's. Johnson has stated many times that Trump is playing a huge part in the creation of this bill.

And to me, that says Trump is just as much a part of it as Johnson is.

Whether Trump actually is or not, he should be telling Johnson that he's going to veto it unless spending is actually cut. Unless the DOGE cuts are codified. But that's just not the case. In his most recent interview (in the last day or two), Trump is actually blaming the democrats for the spending. As if the GOP doesn't have the trifecta. As if everything in this bill could've been chopped up into a lot of smaller bills. Instead of this "One Big Beautiful Buttfuck."
