I'm not for cutting off hands so they can't work. I just want them to do time every time they get caught & get actual rehab. Also bring back the 3 strikes law, but force them into productive work prisons or execute them on strike 3 instead of charging us to jail them forever. Because if rehab didn't work the first 2 times, it ain't ever going to work, so slavery or death is good enough for them.
 
Savy crooks pretty much know beforehand what penalties they face if caught, and they have little fear of them. If they knew beforehand that even a minor offense would put them behind bars for a l-o-n-g time perhaps they would have second thoughts about committing the crime. We can't keep turning a blind eye to high recidivism rates.
