Thats true now. Tax is paid only on actual income from an operation. If the operation earns no income it pays no tax.
What you seem to want is to have even unprofitable businesses paying tax on something--you're not very clear what.

And labor is but one of the factors of production.

The employer provides the capital, equipment, raw materials etc, without which the employee would have no job in the first place.

The employer provides the platform. The employee does all of the work. The employer collects the monies.
