There’s merit behind the idea of leaving the money going to FEMA in hands of each state. States can concentrate recovery or even preventive measures faster and more efficiently than the federal government. They are already in the area with resources ready to go.

People have become too dependent upon the federal government to the point they are unable to even take basic preparations.
