There has been a generational change in masses of immigrants.

Previous generations of immigrants saw learning the language as essential for assimilation, and they insisted that their children learn English as quickly as possible. Many of today's immigrants choose to live in isolated enclaves of people from the same country and culture, enabling their families to live a "normal" life without learning English. All of their social, religious, and commercial activity is conducted within that enclave. Then, when they enroll in public schools, they have to learn English as a second language.
