Special needs programs typically work with schools at the county level. These kids may have several different handicaps. I have never heard of a handicapped child just thrown into a regular school class without consideration of his or her capabilities.

Our school system has been broken for many years.

Sometimes a child should be 'left behind' and given special attention to whatever deficit is keeping them back. Dragging them through classes they may not be able to fully comprehend is torture, not teaching.

Making these school districts refund the money they took from the Feds would be a start. It will also help school districts work on finding ways to rid themselves of Federal demands on what they promote. There are no 'Federal school districts in the U.S. They are all independent and local. It's now immediately obvious that massive amounts of money have not led to improvement, just more DEI 'administrative positions' and buildings.

They are some of the best schools in the country because they only educate military dependents.
