Genesis 3:15
And I will put enmity between thee and the woman, and between thy seed and her seed; ...

Matthew 10:35-36
For I am come to set a man at variance against his father, and the daughter against her mother, and the daughter in law against her mother in law. 36 And a man's foes shall be they of his own household.

Are unbelievers today the "seed" of the Devil?

That is the first prophesy in the Bible. It is a discussion between God and Satan. And it is describing the woman's seed, Christ, who will actively oppose Satan. And the outcome will be Satan's non-mortal bruise to Christ's heel, vs Christ's crushing blow to Satan's head.
Gen.3:15 I will put hostility between you and the woman, and between your offspring and her offspring. He will strike your head, and you will strike his heel.

There was a time in Israel when the Jews became very non-trusting of each other during the wicked King Ahaz's rule.
They expected, when the Messiah came, that peace would come with Him. But Jesus told them He would end up causing the same family conflict/variance among Jewish families who embraced Mosaic Law vs. those who turned to the new covenant offered by Christ.

Both "offspring" came from Eve, and the prophecy was first fulfilled in Cain and Abel.

Jesus condemned the Pharisees as the offspring of the devil as well.

John 8:44
Ye are of your father the devil, and the lusts of your father ye will do. He was a murderer from the beginning, and abode not in the truth, because there is no truth in him. When he speaketh a lie, he speaketh of his own: for he is a liar, and the father of it.

The etymology of the word 'devil' has some gaps. It appears to come from the Hebrew, Belial, which means liar or deceiver. There is no truth in him. This is different from Satan (haSatan) who was the tester, or the tempter.

As far as, "Are unbelievers the "seed" of the devil/Belial?", not necessarily. Some people who have no belief in God are still in search of 'evidence' of Him. They want to have truth before they commit to faith. In the same way, not all the Pharisees of Jesus' time were liars. Some were, and Jesus thought people should be aware that there were deceivers among those who were known teachers and outwardly practicing the faith. While these hypocrites might have also been Pharisees, not all Pharisees were hypocrites/deceivers. Note the number of Pharisees were friends of, and followed, Jesus.

That asks another question, is Lucifer now Satan, the adversary? In many relational fallouts, such as divorce, the once loved but now aggrieved party often becomes the enemy of the other.

Nebuchadnezzar, King of the Babylon, had fallen from on high (from once a great king (son of the morning) to a despised king). Next, haSatan, the tester or tempter, was conflated with this (Lucifer and Belial/devil) by early Christians.

God has no issues with someone being tested/tempted (see Job) but tells us to follow truth, not the deceitful and/or deceivers. Nebuchadnezzar was forcing the Israelites to forsake the true God and worship idols instead, thus he is more guilty of being a deceiver than being a tester. God objected to that.

Neither Cain nor Abel crushed Satan's head. Nor did they bruise Christ's heel. They have nothing to do with the prophecy. As long as Satan goes to and fro among us, the prophecy has yet to be fulfilled.

I was going to quote the passage you posted, but it really isn't germane to the prophecy. It simply refers to the fact that we all do NOT belong to God. Some follow Satan as their father, and God will leave them to Satan.

Note that there are two prophecies. The first has been continually fulfilled beginning with Cain and Abel, the second yet to come.

Gen.3:15
I will put hostility between you and the woman, and between your offspring and her offspring.

He will strike your head, and you will strike his heel.

I don't believe so. They are the lost sheep.
It is from the "lost sheep" that Christ called the church.

New King James Version
But He answered and said, “I was not sent except to the lost sheep of the house of Israel.” (In context, as distinct from the "House of Judah", the Jews.)

It was to them that he also sent his disciples.

their claim, the coward is the book of forgeries, lies and fallacies - their christian, desert bibles ... nothing to do with jesus and the heavens above - who taught liberation theology, self determination.

for the heavenly believers to free their spirits for admission to the everlasting.

there is no satan.

The second part is a continuation of the first part of the prophecy. And it's not plural. It doesn't say they (women's offspring) will crush your head. Neither Cain nor Able crushed Satan's head. Neither has any member of the human race fulfilled the prophecy. The woman is singular in the verse. There was only one woman's offspring that has the capability to crush Satan's head. Only one offspring fits the narrative, and it is singular, He, not they. It refers to Christ.
We'll just have to agree to disagree of the subject.

Where did your notion of heaven come from? Or a Jesus, for that matter.

Nebuchadnezzar. the Pharoah's, the "king" of Tyre were types of Lucifer.

In order to understand it you must realize that all the "offspring" come from Eve. Cain's spiritual father was the devil even though his physical mother was Eve. "Righteous" Abel's spiritual father was God, even though his physical mother was Eve. Thus the enmity between flesh and blood brothers.

When God spoke to the 'serpent' he was talking to Eve, in whom was the 'serpent', just as Satan was dwelling in Peter when Jesus addressed him. There was no literal serpent in the garden. Lucifer had become the adversary of God, Satan, and spoke to Eve spiritually. God spoke to Lucifer/Satan while he was in Eve's mind and spirit.

Then how did Abel crush Satan's head? Whose heel did Cain strike? Why would God seal Cain to protect him if Cain belonged to his father, Satan? Isn't Eve's offspring suppose to have enmity against Satan?
And, why refer to a singular he as accomplishing the task of crushing Satan instead of they, the offspring?
