The bill had nothing to do with "illegal welfare."

Aiding and abetting a crime in commission is, by definition, an illegal act.

Therefore, welfare provided to persons in this country illegally is, by proxy, an illegal act. The government becomes an accessory after the fact.

So yes, welfare to illegal immigrants is illegal.
